In April 2020, he was appointed Adviser to the Minister of Finance of Ukraine.

Vitaliy has 19 years of practical experience in the banking system of Ukraine in management positions. Since 2019, he has been the founder and the Chairman of the Board of GROWFORD INSTITUTE, which conducts strategic global research in the field of economics and finance, systemic risk assessment and development of optimal ways of economic development for countries, regions and the world as a whole. In 2017, he founded the Optima Expert and Analytical Center, a modern research center, Ukrainian Think Tank with the involvement of highly qualified specialists (doctors and candidates of science, macro-regulatory practitioners), whose activities are focused on basic and applied research, monetary and fiscal policy research, public debt, inflation analysis, as well as monetary and monetary policy of the National Bank of Ukraine.

In 2016, he became a co-author of the Banking System Development Strategy 2016-2020: Synergy of Banking Development and Industrialization of the Economy, which was supported by the Committees of the Verkhovna Rada of Ukraine on Finance and Banking and Economic Policy.

From April 2014 to September 2015 he was appointed by the Verkhovna Rada of Ukraine as a member of the Council of the National Bank of Ukraine. During his work he took an active part in working groups and meetings of the Council of the National Bank of Ukraine.

From February 2012 to April 2014 he was the Chairman of the Supervisory Board of PJSC "Research Institute PREA" (Lviv).

Since 2014 he has been active in public life. He is the founder of the All-Ukrainian Charitable Foundation "Dreams Come True" and the initiator of the Charitable Project "Help Your Neighbor" for the Disabled and People with Disabilities, the founder of the National Award "Professional Standards of Journalism", the founder of a scholarship at the Ukrainian Catholic University.
