In March 2020, he was appointed the Minister of Finance of Ukraine. Since 2002 he has had various positions in the Ministry of Finance of Ukraine, the State Fiscal Service, the Committee on Finance and Banking, and the Secretariat of the Cabinet of Ministers of Ukraine.
Since 2011 was working at the Coordination Center for the Implementation of Reforms under the President of Ukraine. Participated in the development of the Budget Code of Ukraine, adopted in 2014 and where the reform of fiscal decentralization was introduced. Coordinated the writing of a package of bills to change the system of financing and autonomy of health care facilities.
He later was working as an expert at the Bendukidze Free Market Center and was the academic director of the joint program KSE and GIZ 2015-2016 "Leadership in Public Finance". During 2016-2018 he was working as Deputy Minister of Finance of Ukraine. Then, until May 2019, he held the position of Deputy Head of the Administration of the President of Ukraine.
He graduated from the Academy of the State Tax Service of Ukraine and in 2002 received a master's degree in public finance management, was a scholarship holder of the President of Ukraine. He later continued his research at the Financial Research Institute at the Ministry of Finance and in 2009 received the degree of Candidate of Economic Sciences.
